What is NYOTTA CCCP GROUP
This group was founded by Mr. Mansor Zulfiqar, AM(IT) AETCON in 2019. With the inclusion of some of his engineer colleagues, he established an official group for the better inter communication, coordination and for the wellbeing of engineers. The group drives its name from Почта СССР" ("Post of the USSR”). The Stamps of the Soviet Union were issued in the period 1923 to 1991. They were labeled with the inscription Russian: "Почта СССР" ("Post of the USSR"). As the group founder had his grave love for the stamps collection, he was most fascinated by the NOYTA CCCP as these stamps reflected to a large extent, the history, politics, economics and culture of a socialist state.

Code of Conduct
All emails, messages, queries and reports should be addressed to President. President shall reply or assign / nominate someone to take action or reply to the respective message.
While in meeting or group discussion, all issues should be addressed to President. President will have the ultimate authority to address and solve the issues. The decision of the president shall be considered final and all members must oblige that decision.
In case there is any decision of the president not acceptable by any member, the issue will be put forward to the arbitrator. The decision of the arbitrator shall be ultimate and final.
The policies set by the group management shall not be challenged. The group policy is supreme and applies to every member regardless of his role / designation in the group.
NYOTTA CCCP HIERARCHY
A Distinct Identity
The President sets policies and strategic direction for the Group, both for the near term and for the foreseeable future. It's his responsibility to ensure the group follows its mission, policies and procedures that are in place, and is profitable.
The General Secretary is responsible for the overall implementation of the rules and policies of the group set by the president. This position holder is also responsible for scheduling and organizing programs and events for the group members.
The Secretary Finance is responsible for the financial actions of the group. His duties include tracking cash flows and financial planning as well as analyzing the group’s financial strengths and weaknesses and proposing corrective actions. He is also responsible for retaining all the assets and cash of the group and utilizing it in for the best interest of the group.
The Secretary Information is responsible for the communication inside and outside of the group, media coordination and public relationing. He is also responsible for keeping all group members updated with all the offers, promotions, events and other things worth mentioning.
If any chair holder from the above is going on leave (Annual / short / personal), The president shall assign his duties to another member of Category-A membership. The Secretary going on leave, shall officially hand over his charge to the nominated person in the presence of Mr. President.
In case the President is going on leave (Annual / short / personal), Mr. Arbitrator shall act as an Acting President on his place till the President comes back.

LEGISLATION
Setting Policies and Standards

All group policies, regulations and rules shall be defined and set in the group’s monthly proceedings.
The monthly sessions shall be chaired by Mr. President.
Any group member may present his bill with regard to any matter concerning the group. A voting shall be done in favor / against the bill.
Only the permanent members of the group are entitled in the legislative voting.
Upon having maximum votes, the bill will be passed by the President and shall be a part of the policy.
The same procedure applies to make any amendment in already issued policy.
Presence of all group members with membership Category-A and B is compulsory in the legislation proceedings of Group.

MEMBERSHIPS
In order to apply for the group membership, one has to write an application addressing Mr. President and handover to the general secretary. Upon approval of the application by Mr. President, the individual shall be informed officially regarding the group membership. The membership type to be awarded shall be decided by the Group management.
CATEGORY -A MEMBERSHIP
Category-A membership is awarded to all members of Engineering Department of AETCON Head Office including engineers, managers, Asst. Managers surveyors and IT personals. The members of the category shall enjoy all benefits and privileges of the group policies. They can take part in all legislations, can participate in all group proceedings and sessions, can participate to cast their vote in elections and can hold any group management position.

CATEGORY - B MEMBERSHIP
Category-B membership is awarded to all other designations and professions of AETCON Head Office other than engineers. The members of the category shall enjoy all benefits and privileges of the group policies. They can take part in all legislations, can participate in all group proceedings and sessions, can participate to cast their vote in elections but they can’t hold any group management position.

CATEGORY - C MEMBERSHIP
Category-C membership is awarded to all other designations and professions of AETCON other than Head Office. The members of the category shall enjoy limited benefits and privileges of the group policies as set by the group management. They can’t take part in any legislations, can’t participate in any group proceedings and sessions, can’t participate to cast their vote in elections and they can’t hold any group management position.

CATEGORY - D MEMBERSHIP
Category-D membership may be awarded to any person as approved by the President. The members of the category shall enjoy limited benefits and privileges of the group policies as set by the group management. They can’t take part in any legislation, can’t participate in any group proceedings and sessions, can’t participate to cast their vote in elections and they can’t hold any group management position.

ELECTIONS

ELECTIONS OF UPPER HOUSE
The positions of President and Arbitrator, being in the upper house, are permanent for 02 years.
The elections shall be carried out after 02 years for the position of President and Arbitrator.
Only the members of lowers house are eligible to cast their vote to elect for the position of President and Arbitrator.
Before the day of election, both the chair holders for the position of President and Arbitrator shall be dismissed from their responsibilities. And an invigilator shall be assigned from the lower house and within the lower house as an Acting President till the formal election of New President and Arbitrator.
As soon as the official results of the elections are released, the charge shall be handed over to new President and Arbitrator.
ELECTIONS OF LOWERHOUSE
The positions of General secretary, Finance secretary and Information secretary are in the lower house.
The elections for the lower house shall be carried out biannually for the above positions.
All the members of category A and B are eligible to cast their vote to elect for the above positions.
Members of the upper house are also eligible to cast their vote in the elections of lower house.
Before the day of election, all the chair holder for the position of General secretary, Finance secretary and Information secretary shall be dismissed from their responsibilities. And an invigilator shall be assigned from the Upper house and within the Category-A members as an Acting General Secretary till the formal election of Chair Holder.
As soon as the official results of the elections are released, the charge shall be handed over to new elected personnel.
